Relocation is a complex process of moving to another region, city or even country. Currently there are many options where to go, and one of them is Kazakhstan. A number of factors, which Intermark will talk about today, characterizes the attractiveness of Kazakhstan as a country for business relocation.
Opening a company:

  • 15% tax on non-resident dividends, after 3 years - 0%

  • 12% VAT, if the annual turnover exceeds 72 million tenge
  • When providing services outside Kazakhstan, most transactions are not subject to VAT

  • It can be fully owned and operated by foreign citizens

Timing

By proxy:

20-25 working days (notary power of attorney + copy of the passport of the owner of the company)
For Russian citizens it is possible to withdraw pension savings, including transfer to the pension fund of the Russian Federation

Immigration

Citizens of 50+ countries may enjoy visa-free entry into Kazakhstan for the short-term private and business purposes.
The allowed period of visa-free stay: 30 days (for EAEU citizens - 90 days) at a time but in total 90 days within each 180.

A foreign national must have Work Permit and Work Visa (validity up to 1 year) to be employed in Kazakhstan. Some categories of foreigners are exempted from Work Permit obtaining (nationals of EAEU member-countries, some of high management positions, some others).

EAEU citizens can start working once they sign a labour contract with local employer. After visa-free period expires they can reside in Kazakhstan under Temporary Residence Permit (validity up to 1 year), which is to be obtained each and every time they are entering Kazakhstan.

Relocation

There was 20-30% increase for 1-2 bedroom apartments rent in Almaty in March 2022.
Opening of banking account in Kazakhstan:

Foreign citizens are entitled to open banking accounts in Kazakhsanian banks.
In accordance with the current procedure personal attendance in the bank is now required. The applicant should fill the form.

Required documents:

• Passport (original). For foreigners the notary translation is required. Translation into Russian is enough.
• Personal tax reference number in Kazakhstan and in the country of origin.

Moving / Shipment of Personal Goods

Kazakhstan together with Armenia, Belarus, Russia and Kyrgyzstan is a part of the EAEU (Eurasian Economic Union), therefore shipments moved in between member states are exempt from customs duties and fees.

For other countries, import duties amount to 2 euros per kg. They must be paid by the owner of the goods from their Kazakh bank account to Kazakh customs directly. As an oprtional service Intermark can facilitate this payment. For the citizens of Kazakhstan shipping their goods overseas, we also recommend to register at the Kazakh consulate in host location in order to avoid paying completely or decreasing the amount of import duties due upon return.

COVID-19 status quo:

To enter Kazakhstan foreign nationals do not need to submit a permission from Interagency Committee. Regular flights are resumed with Armenia, Azerbaijan, Belarus, China, Czech Republic, Georgia, Germany, Egypt, Hungary, India, Iran, Italy, Kuwait, Kyrgyzstan, Maldives, Montenegro, Netherlands, Poland, Qatar, Russia, Saudi Arabia, South Korea, Sri Lanka, Tajikistan, Thailand, Turkey, UAE, United Kingdom, Uzbekistan, Vietnam, Japan. The land borders are open with Russia, Uzbekistan and Kyrgyzstan. Upon arrival persons must demonstrate a negative PCR test done within 72 hours (the requirement does not apply to children under 5) or a vaccination certificate received on the territory of Kazakhstan or on the territory of Argentina, Armenia, Belarus, Belize, Bolivia, Canada, Czech Republic, Ecuador, Estonia, Georgia, Great Britain, Hungary, India, Indonesia, Iran, Japan, Jordan, Kyrgyzstan, Maldives, Moldova, Mongolia, Montenegro, Peru, Philippines, San Marino, Serbia, Sri Lanka, Thailand, Tunisia, Turkey, Uzbekistan.
